發(fā)布時間：2017-11-21 21:26:05命令(或令,下同)是國家行政機關(guān)及其領(lǐng)導(dǎo)人發(fā)布的帶有強制性、領(lǐng)導(dǎo)性、指揮性要求的公文文種。主要用于發(fā)布重要的行政法規(guī)和規(guī)章,采取重大的強制性的行政措施,任免、獎懲有關(guān)人員,撤銷下級機關(guān)不適當(dāng)?shù)臎Q定等。從性質(zhì)和內(nèi)容上劃分,命令大體可分為:①發(fā)布性命令。是國家權(quán)力機關(guān)、行政機關(guān)和國家領(lǐng)導(dǎo)人發(fā)布法律、法規(guī)或重大行政措施的指令性公文。發(fā)布性命令一般由發(fā)布性命令正文和發(fā)布性命令附件組成。附件為所發(fā)布的法律、法規(guī)或重大行政措施。②行政令(指揮令)。主要用于國家行政機關(guān)及領(lǐng)導(dǎo)人頒布行政規(guī)章或重大行政措施。發(fā)布行政令的國家機關(guān)及其領(lǐng)導(dǎo)人必須是憲法和法律賦予其職權(quán)的特殊的法定作者。除此之外,負(fù)有特殊使命的機構(gòu),經(jīng)政府授權(quán),也可適用此文種。③任免令。主要是用于任命或免去(撤銷)機關(guān)、單位、組織有關(guān)人員職務(wù)的公文。④嘉獎令。是國家行政機關(guān)嘉獎作出突出貢獻(xiàn)的機關(guān)領(lǐng)導(dǎo)、人員的公文。瀘州市人民政府令文第31號《瀘州市計量計費監(jiān)督管理辦法》已經(jīng)1997年1月27日市人民政府第54次常務(wù)會議通過,現(xiàn)予發(fā)布施行。市長 唐寧一九九七年二月四日《瀘州市計量計費監(jiān)督管理辦法》第一條 為加強計量管理,確保計量計費準(zhǔn)確,維護消費者、用戶合法權(quán)益,根據(jù)《中華人民共和國計量法》和有關(guān)法律、法規(guī),結(jié)合我市實際,制定本辦法。第二條 本辦法所稱計量器具,是指用于貿(mào)易結(jié)算的工作器具,主要包括:秤、尺、里程計價表、電子計時器、燃油加油機、流量計、電能表、水表、煤氣表(天然氣表)、定量容器、計量罐、計量罐車、食用油售油器。第二十五條 本辦法授權(quán)市技術(shù)監(jiān)督局負(fù)責(zé)解釋。第二十六條 本辦法自發(fā)布之日起施行。
