Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.Now the trumpet summons us again, not as a call to bear arms, though arms we need; not as a call to battle, though embattled we are; but a call to bear the burden of a long twilight struggle, year in and year out, rejoicing in hope; patient in tribulation , a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility. I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it. And the glow from that fire can truly light the world.And so, my fellow Americans, ask not what your country can do for you, ask what you can do for your country.My fellow citizens of the world, ask not what America will do for you, but what together we can do for the freedom of man.Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. 2018軍隊(duì)文職招考考試時(shí)政熱點(diǎn)：修憲是對(duì)人民的一種承諾 體現(xiàn)與時(shí)俱進(jìn)
實(shí)行憲法宣誓制度是黨的十八屆四中全會(huì)提出的重要舉措，目的是為了教育和激勵(lì)國(guó)家工作人員忠于憲法，維護(hù)憲法，尊崇憲法，維護(hù)憲法權(quán)威。2015年，全國(guó)人大常委會(huì)以立法形式做出了關(guān)于憲法宣誓的決定。兩年多來(lái)，全國(guó)各級(jí)國(guó)家機(jī)構(gòu)的工作人員，正式就職時(shí)都進(jìn)行憲法宣誓，包括由人大選舉和決定任命的國(guó)家工作人員，也包括一府兩院，即政府、法院、檢察院依法任命的工作人員。我們?nèi)珖?guó)人大常委會(huì)，也正式實(shí)行了這項(xiàng)制度，正式實(shí)施是2016年1月1日。到目前為止，我們舉行了12次45人次的憲法宣誓，還是非常莊嚴(yán)和有意義的。我本人去年就任了全國(guó)人大常委會(huì)法工委的主任，我經(jīng)歷了這樣的時(shí)刻，感到非常受教育。這次人民代表大會(huì)，即十三屆全國(guó)人大一次會(huì)議，就有這樣一項(xiàng)議程，我剛才講了，在全國(guó)人民代表大會(huì)上舉行憲法宣誓還是第一次。這個(gè)制度黨中央高度重視，全國(guó)人大常委會(huì)也出臺(tái)了決定，各級(jí)國(guó)家機(jī)構(gòu)都普遍實(shí)行。也包括剛才鄭淑娜女士講的監(jiān)察委員會(huì)，因?yàn)楸O(jiān)察委員會(huì)先前在地方進(jìn)行試點(diǎn)，在試點(diǎn)過(guò)程中產(chǎn)生的監(jiān)察委員會(huì)的領(lǐng)導(dǎo)人員和有關(guān)人員就職的時(shí)候也實(shí)行了憲法宣誓。這次在憲法的第27條中增加了一款，把這個(gè)制度確定下來(lái)，首先是一種加強(qiáng)和提升，同時(shí)，憲法宣誓制度肯定很密切的同憲法本身相聯(lián)系，這個(gè)制度大家在這次會(huì)上會(huì)感受更清晰，從國(guó)家的最高領(lǐng)導(dǎo)人員、各級(jí)領(lǐng)導(dǎo)人員就職時(shí)都要依照法律規(guī)定進(jìn)行憲法宣誓。不久前，全國(guó)人大常委會(huì)對(duì)先前的憲法宣誓的決定又作了修改，做了一次修訂，為什么要修訂呢?因?yàn)槟莻€(gè)誓詞很莊嚴(yán)，也很神圣，我宣誓，實(shí)際上是對(duì)國(guó)家、對(duì)人民的一種承諾，把誓詞修改完善、與時(shí)俱進(jìn)。黨的十九大提出了新的奮斗目標(biāo)。我前面講了，很重要的，這次修憲也體現(xiàn)進(jìn)去了，即把我們國(guó)家建設(shè)成為富強(qiáng)民主文明和諧美麗的社會(huì)主義現(xiàn)代化強(qiáng)國(guó)。這是每一個(gè)中國(guó)人，每一個(gè)中華兒女的夢(mèng)想，我們?yōu)橹畩^斗了很長(zhǎng)一段時(shí)間，走過(guò)了很長(zhǎng)的路。我們今天離這個(gè)目標(biāo)越來(lái)越近。習(xí)總書(shū)記講，離中華民族偉大復(fù)興的目標(biāo)從來(lái)沒(méi)有像現(xiàn)在這樣接近。所以，憲法宣誓的誓詞作了一下修改，也是要配合把憲法宣誓制度進(jìn)一步加強(qiáng)和提升的這樣一個(gè)需要。這次憲法修正案確立下來(lái)，我覺(jué)得會(huì)對(duì)憲法的貫徹實(shí)施，弘揚(yáng)憲法精神，增強(qiáng)憲法意識(shí)，增強(qiáng)憲法自信，都會(huì)起到非常重要的作用。你想，各級(jí)國(guó)家工作人員，很多啊。所以有這項(xiàng)內(nèi)容非常重要。謝謝。
